EDUCATIONAL ALERT REGARDING DRUG REYATAZ
If your drug regimen includes Reyataz and your stomach requires a medication for reducing acid then
a discussion with your doctor may be necessary. Recently, the United States FDA directed Reyataz
manufacturer Bristol-Myers Squibb to send a warning to every doctor treating HIV+ patients because
the medication interferes with blood levels.

HIV STUDY
Looking for HIV positive men and women to take part in a research study to help us evaluate messages about HIV in thirteen cities nationwide over the next three months. Debate Reignites Over Impact of Crystal Meth on Immune System, HIV Risk
The fact that the New York City man diagnosed with multi-drug resistant HIV often had unprotected sex after taking crystal methamphetamine has brought new attention on the growing epidemic of meth use, particularly among gay men. Crystal meth’s effect on sexual behavior clearly puts its users at risk for HIV, but its effect on the immune system and HIV’s progression is still unclear. Lab and animal studies show that meth suppresses killer T cells. That, combined with the drug’s propensity to dry out mucous membranes, could cause abrasions in the rectum and mouth which would slightly increase a person’s vulnerability to the virus, says Dr. Antonio Urbina, the lead author of a study on crystal meth
and HIV published last year in the medical journal Clinical Infectious Diseases.

FLORIDA REDUCES MEDICAID FUNDS.
Florida governor Jeb Bush presented a plan to reform the state’s Medicaid program. The program would privatize much of the system, forcing beneficiaries to choose among packages or leave Medicaid fully. Then, insurance beneficiaries would use state-paid premiums to buy health coverage from the private market. These changes could confuse beneficiaries, reduce comprehensive coverage and be more expensive. For more information, visit the website www.empoweredcare.com.

CHANGES TO RYAN WHITE TITLE I COVERAGE
As of March 2005, Miami-Dade County has implemented a new policy regarding Ryan White Title I coverage for genotype and phenotype testing. Miami-Dade County HIV/AIDS Partnership, a local agency managing federal funds, has limited individuals to two HIV antiretroviral resistance tests in any consecutive twelve-month period. Of these two tests no more than one phenotype in any consecutive twelve-month period is allowed.

HIV STUDY MAY FIND ORGAN MATCH FOR VOLUNTEERS
Researchers need volunteers for a study on kidney and liver transplants. Criteria for a possible transplantation are participants must have a T-cell count greater than 100 for a liver and 200 for a kidney.  WHAT IS CDBG?

Begun in 1974, Community Development Block Grants (CDBG) allots funding to more than 1,000 municipalities for senior centers, low-income housing, small business development and a variety of other initiatives.

WHAT’S GOING ON WITH CDBG?

  • Community Development Block Grants threaten to be cut if President Bush’s proposed budget for the new Fiscal Year 2006 is approved.
  • Under President Bush’s proposed budget, CDBG would be consolidated with 17 other existing national grants. He allotted a total of $3.71 billion for them, about $2 billion less than the 18 grants receive altogether now.

HOW WILL MIAMI BE AFFECTED?

  • Miami receives nearly $10 million in CDBG funds annually
  • Money awarded from this grant is primarily distributed to programs in poorer neighborhoods.
  • CDBG funds pay for the following services in Miami:

o        Public Services: childcare and elderly programs

      • 1,000 daily meals for the elderly
      • Daily after school care and youth services for over 1,100 children
      • Daily transportation for over 200 seniors
      • Emergency counseling services
    • Housing: down payment assistance, construction loans for developers to build affordable housing, replacement of inhabitable single family homes, rehabilitation of homes in need of urgent repairs
      • CDBG funds were used to build the following:
        • 221 affordable homeownership units (completed)
        • 769 affordable homeownership units (in progress)
        • 1,930 affordable rental units (completed)
        • 1,271 affordable rental units (in progress)
    • Economic Development: job creation, façade program, code compliance

NEW VAN SERVICE IN NORTH MIAMI BEACH

The Medicare Modernization Act approved by President George W. Bush in 2003 starts January 1, 2006 for low-income beneficiaries and in November 2006 for other Medicare recipients. Nursing home patients will be automatically enrolled to avoid coverage gaps. The Act requires participants to pay $35 monthly premiums and the first $250 of drug costs. Medicare then pays 75% of the next $2,000 in prescription expenses. Afterward, a gap exists which participants must pay for all drug costs until they exceed $5,100. This is when the government begins paying 95% of each beneficiary’s prescription expenses.

You may be eligible for funds from the Florida Power & Light’s Care to Share Program. It provides emergency assistance to customers who are in a crisis and unable to pay their electric bill. Customers must possess a delinquent FPL bill, final notice or disconnection notice and have a plan to pay future bills, have experienced a family crisis, have exhausted assistance sources, have income that falls at or below agency income guidelines. FLORIDA HEALTH INSURANCE FOR CHILDREN

Starting sometime in 2005, Medicare insurance will pay for four counseling sessions to help millions of older smokers kick their habits. In 2006, the new policy will also will pay for prescription medications and possibly nicotine-replacement programs.

Sometimes symptoms of a stroke are difficult to identify. Doctors say a bystander can recognize a stroke by asking the person to smile, raise both arms or speak a simple sentence. If the person has trouble, then immediately call the help line 911.

FALSE STATEMENTS PUBLISHED ABOUT CANCER TEA
The U.S. Food and Drug Administration (FDA) has sent a letter to Cellular Wellness Foundation, manufacturer of Cellular Tea formally known as Cancer Tea, warning them of false and misleading statements about using the products to treat cancer, tuberculosis and HIV. The company promoted itself as having FDA-approved laboratory guidelines. But the FDA explained that the company must meet drug manufacturing standards to fulfill such a claim. FLORIDA FUNDS EMERGENCY INSURANCE COVERAGE
The Florida AIDS Insurance Continuation Program (AICP) contracted with Mercy Hospital to subsidize insurance premiums for HIV+ persons who have private health insurance, either group, individual or COBRA. Clients must have symptomatic HIV or AIDS diagnosis, insurance coverage, income less than 300% of the Federal Poverty Level, cash assets less than $4,500 for individuals or $5,500 for a family and prove Miami-Dade County residency. SURVEY REVIEWS RISKY SEX HABITS
Most sex by 3,700 HIV-positive U.S. Americans during three months did not carry a risk of viral transmission, according to a study published in the “Journal of Acquired Immune Deficiency Syndromes.” However, investigators found 15% of gay men, 19% of heterosexual women and 13% of heterosexual men infected with HIV had unprotected anal or vaginal sex with an HIV-negative partner, which could have led to more than 30 new infections.

FIRST TREATMENT FOR FACIAL FAT LOSS
The U.S. Food and Drug Administration (FDA) approved a treatment specifically indicated for facial fat loss, lipoatrophy. FDA CRITICAL OF VIRALSOL TREATMENT CLAIMS
The U.S. Food and Drug Administration (FDA) has issued a letter to the company that manufactures the product VIRALSOL, warning that while it is marketed as a dietary supplement, the therapeutic claims on the company’s website establish that it is also a drug. FDA found that VIRALSOL is not “generally recognized as safe and effective” and is in

GATES FOUNDATION GRANTS $5 MILLION TO DEVELOP GLOBAL HEALTH LEADERS. APPLICATIONS ACCEPTED
The World Health Organization has received a four-year, $5 million grant from Seattle-based Bill & Melinda Gates Foundation to fund a new program to train the next generation of public health leaders. The first phase of the Health Leadership Service program, beginning in early 2005, will combine formal training at WHO headquarters in Geneva with supervised practical work in the field over a two year period. HIV RESEARCH STUDY SEEKING VOLUNTEERS

RIDE THE FREE BUS IN NORTH MIAMI
North Miami has begun its new free community bus service, increasing the number of local destinations that can be reached through public transit. The NoMi Express shuttles are air-conditioned and wheelchair accessible. There are four separate routes and stops include the Library, Pepper Park, Johnson and Wales University, and many other locations.  Various supermarkets and restaurants will be included. DRUGS GIVEN AWAY BY U.S. AIDS PATIENTS PROLONG LIVES WORLDWIDE
In developing countries around the globe, HIV/AIDS patients piece together drug cocktails using pills donated from the United States. Patients give away pills after switching medications or taking physician-recommended drug holidays. Citing fear of tampering, U.S. authorities will not take back unused drugs once they have been prescribed. U.S. Law prohibits giving unused medication to individual U.S. citizens, but allows medicine to be donated to designated nonprofit groups for export as humanitarian aid.
